Dear Mr. Davis:
This letter concerns Dairyland Power Cooperative's response to the Notice of Violation issued in conjunction with Inspection Report No.
i 50-409/87018 (DRS).
The Notice of Violation was transmitted with the Reference 1 letter, DPC's response (Reference 2) outlined our action plan for resolving the discrepancies discovered in the as-built configuration of I
the Righ Pressure Core Spray (IrPCS) piping system.

LACBWR was permanently shut down on April 30, 1987, and the reactor was subsequently defueled.
Even though the HPCS system should not be required in the future, corrective actions in progress at the time of the shutdown were I
continued to completion.
A complete walkdown of the RPCS system piping has j
been performed.
Existing design drawings have been revised and several new drawings generated to reflect the as-built configuration of the system.
Finally, design calculations for the pipe supports have been revised based on j
as-built dimensions.

l Some of the discrepancies discovered in the RPCS system are related only j
to the piping configuration, not the piping supports.

included plans to revise the computer analyses of the piping in order to resolve these piping discrepancies.
The additional revisions, however, had not been initiated prior to the shutdown of LACBWR.
Because of the operational status of LACBWR, these revisions are no longer considered necessary and will not be performed.
Doctunentation of our walkdown, new and revised drawings, and the revised design calculations for piping supports are on file at LACBWR.
These documents are available for inspection.
The other Open Item (409/86018-02) from the NRC's Inspection Report concerns several piping system upgrades which were planned by DPC in response to the Systematic Evaluation Program.
These upgrades are no longer considered necessary because of LACBWR's shutdown.
