REPORT NOS. 50-348/86-25 AND 50-364/86-25
We have completed'our review of your response of February 26, 1987, to our
' Notice of Violation (NOV) issued on January 26, 1987.
In your response you
confirm the actions -identified in the NOV but deny that these actions violate
the requirements of 10 CFR 50, Appendix J.
The NRC position in this matter has
not changed: specifically, 10 CFR 50 Appendix J requires that, for any repairs
or adjustments performed on the containment boundary prior to the Type A test
which have a potential to change the leak rate across that boundary, local
leak rate measurements must be made and any change in the leak rate used to
i
adjust the Type A test result to obtain the "as found" leakage condition.
We conclude that the v1olation is correct as issued.
Accordingly, please provide an additional response to the Notice of Violatio.n
pursuant to the provisions of 10 CFR 2.201 to this Office within 30 days of
i
the date of this letter.
