Gentlemen:

This refers to the inspection conducted by Mr. I. Barnes, other

inspectors, and consultants during the period January 1 through

February 28, 1987, of activities authorized by NRC Construction

Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric

Station, Units 1 and 2, and to the discussion of our findings with

you' and other ruembers of your staff at the conclusion of the

inspection.

The area examined during the inspection was the Comanche Peak

Response Team activity related to the evaluation of inspection and

documentation review findings for safety significance. The

inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and evaluations

by the inspectors. These findings are documented in the enclosed

inspection report.

During this inspection, certain items of potential generic concern,

which are discussed in paragraph 3 of the enclosed inspection

report, were identified. You are requested to respond in writing

to the four open generic issues in paragraph 3, addressing

corrective actions taken or which will be taken and ac'aions taken

to preclude recurrence. Your response should provide sufficient

information to resolve each of the generic issues including the NRC

concerns listed as examples of each. In addition, you are

requested to respond in writing to the open items discussed in ,

paragraphs 4 and 5 of the enclosed inspection report. Sufficient

information should be provided (or made reference to) in your

response to provide for resolution of each concern.
