We are in receipt of your letter of July 29, 1937 which transmitted the SER

l closing out Item 3.2.2 of Generic' Letter 83-28'.

The Vendor Manual Upgrade I

Program you referenced in the SER was. discussed in our letter of December 3, 1985 as having a scheduled completion date of December, 1987.

At this time, the program is scheduled to be initiatpd at Catawba in early 1988

]

with an anticipated completion date of late 1988. LVe experienced ~ unforeseen,

delays in the Oconee segment 'of this program which caused the Catawba starthdate to slip considerably. We don't expect thi same delays with Catawba since it is closer in age to McGuire, where the audit'was completed in seven months.

case, we have been proceeding systematically on this effort in good faith and I

with a thoroughness in which unanticipated delays are intrinsic.

We wish to further clarify that this program was not established to meet the requirements of Generic Letter 83-28, but rather to. resolve deficiencies identified internally prior to the issuance of the Ggneric Letter, regarding the completeness and consistency of the vendoy manuals.at the station. We view it, therefore, as supplementary to several other programs in place which more exactly satisfy the requirements of Item 3.2.2 of, Generic Letter 83-28.

further communication regarding scheduled completion dates for the Vendor Manual Upgrade Program is required.
