' As a~ result of the inspection conducted on August 24-27, 1987, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part'2, Appendix C (1985), the following violation was
' identified:
Fermi Unit 2 Technical Specification 6.8.1 states, in part, that the licensee shall establish,-implement,~and maintain written procedures covering surveillance and test activitics of safety-related equipment.
Contrary to the above, Procedure POM 23.316, "RPS 120V AC.AND RPS MG SETS,"
. prior to August 4, 1987, provided inadequate steps to prevent the inadvertent closure and reopening of the Main Steam Isolation Valves (MSIVs) during a RPS motor generator power supply transfer to its alternate power supply.
The inadequate procedure step.s v;ere found during power supply transfers while the plant was in cold shutdown.
This is.a Severity Level V violation (Supplement I).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. -Consequently, no reply to the violation is required and we have no further questions regarding this matter.
