SUMMARY

REPORT A meeting was held on July 13, 1987, at the NRC Region I Office to discuss the training and eligibility requirements for the General Electric engineers, who hold current NRC SRO licenses limited to fuel handling (LSRO) at the Peach Bottom station, to be licensed as Reactor Operators at Peach Bottom.

l meeting was requested by the Philadelphia Electric Company. The details of the l

discussion are included in the Meeting Summary which is enclosed with this l

letter.

Based on the information presented by your staff, it was determined that no significant outstanding deficiencies existed for the experience and training required to be eligible for examination administration. However, final deter-mination for meeting all eligibility requirements can only be made following submittal and NRC review of each applicant's " Personal Qualificati:.n Statement" (NRC Form 398).

For those applicants requesting waivers toward specific eligibility require-ments, a determination will be made by NRC Region I with the concurrerice of NRC Headquarters, Operator Licensing Branch.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed report will be placed in the NRC's Public Document Room.

Purpose:

Training and Eligibility Requirements for GE Engineers to be Licensed as Reactor Operators at Peach Bottom INTRODUCTION A meeting was held at the NRC Region I Office to discuss the training and eligibility requirements for the GE engineers, who hold current NRC SRO licenses limited to fuel handling (LSRO) at the Peach Bottom Atomic Power Station (PBAPS), to be licensed as Reactor Operators at Peach Bottom.

The meeting was requested by the Philadelphia Electric Company.

Diefenderfer, GE Customer Service The licensee discussed the present levels of training and experience for the General Electric engineers and presented their proposed Reactor Operator train-ing program. A handout was provided during the presentation and is included as an attachment to this report.

PRESENTATION 1.

The licensee stated that there is an insufficient number of reactor oper-otors licensed at Peach Bottom to provide the flexibility necessary to allow operator participation in activities other than watch standing.

Greater flexibility would be provided by obtaining R0 licenses for the GE engi-neers who hold current NRC SR0 licenses limited to fuel handling (LSRO).

The NRC stated that the regulations require that an operator candidate be employed at the facility for which a license is sought; it is not required that the candidate be employed by the utility.

The NRC indicated a concern that the GE personnel might not be fully accepted by the PECo employees, and that this could lead to conflicts which could affect plant safety.

The licensee stated that the PECo employees and the GE LSR0s have worked well together.

It is expected that PECo operators will accept the GE operators because it will allow their participation in activities other than watch standing, and the GE R0s will have a temporary, well-defined position at PBAPS. PECo plans to place one GE R0 on each operating shift.

Also, the GE operators will receive no special treatment and will be sub-ject to the same disciplinary actions as the PECo operators.

The licensee presented the proposed R0 training program (attached) and discussed the expected waiver requests (including on-shift time and credit for lectures attended during LSR0 training to be applied toward the 500 hour0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> lecture requirement.)

The NRC indicated concern over the fact that the systems training and testing will not be conducted by PECo employees, but by GE instructors.

The licensee stated that each of the GE instructors has worked at PBAPS and that PECo personnel will review the examinations.

The GE R0s will also get additional training from PECo operators while on-shift.

The licensee also discussed the eligibility requirements for five reactiv-ity manipulations and observation at power levels in excess of 20% of rated at PBAPS.

It will not be possible to meet this requirement because of the PBAPS shutdown order.

The NRC stated that a waiver request would be needed for the above eligi-bility requirements.

Following review and approval of those waiver re-quests, those GE LSR0s passing the NRC licensing examinations would be issued licenses limited to shutdown reactor operations.

Upon PBAPS restart and completion of the above requirements, licenses applicable for all modes of reactor operation would be issued.

The licensee requested that the examinations be scheduled soon after the scheduled training completion date (November 16,1987.) The licensee also stated that the examination date would not be expected to impact the PBAPS restart.

The NRC stated that with the workload imposed by the present Region I examination schedule, it would not be possible to administer these exam-inations until January of 1988.

Postponing the examinations will also l

serve to reduce or eliminate the need for the requests to waive a portion of the on-shift observation time prior to the examination date.
