This refers to the inspection conducted by Messrs. P. H. Harrell and
i
B. L. Bartlett of this of fice during the period July 27-31, 1987, of activities
i
authorized by NRC Operating License NPF-42 for the Wolf Creek Generating
Station, and tc the discussion of our findings with Mr. G. D. Boyer and other
members of your staff at the conclusion of the inspection.
Areas examined during the inspection included licensed operator initial
!
training and requalification programs, and the nonlicensed staff training
!
program. Within these areas, the inspection consisted of selective examination
l

of procedures and representative records, interviews with personnel, and
observations by the NRC inspectors.
The inspection findings are documented in
the enclosed inspection report.
During this inspection, it was found that certain of your activities were a
potential violation of NRC requirements.
However, since the potential
violation is related to training, it is not cited herein as a violation but is
considered to be an unresolved item in accordance with the Commission Policy
i
Statement on Training and Qualification of Nuclear Power Plant
'
Personnel (50 FR 11147).
No response is required; however, your attention to
the unresolved item that has the potential of becoming a violation in the
l
future is warranted.
The unresolved item is identified in paragraph 3 of the
1
enclosed inspection report.
In addition, it das aetermined during this inspection that a licensed
individual that failed the annual requalification examination was not removed
l
from licensed duties and placed in your accelerated requalification program in
j
a timely manner.
Although not specifically stated in 10 CFR Part SS, the NRC's
(
position is that an individual must be removed from licensed duties immediately
l
'
after performance evaluations performed in accordance with your NRC-approved
l
requalification program clearly indicate the need.
Your immediate attention to
l
this item is warranted.
