NRC INSPECTION REPORT NOS. 50-259/87-28, 50-260/87-28,
AND 50-296/87-28
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
R. E. Weddington on July 27-31, 1987.
The inspection included a review of
activities authorized for your Browns Ferry facility. At the conclusion of the
inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Health and safety areas examined during the inspection are identified in the
report. Within these areas, the inspection consisted of selective examinations
of procedures and representative records, interviews with personnel, and
observation of activities in progress.
The inspection revealed that adequate corrective action on a previous violation
(50-259/260/296/84-12-03) had not been accomplished and that certain activities
appeared to continue to violate NRC requirements.
The NRC views this failure
to take adequate corrective action as a serious matter.
Specifically, the
inspection revealed that your computer codes do not currently enable you to
produce termination exposure reports containing all of the information required
by our regulations.
Since there is a need for additional corrective actions,
in accordance with 10 CFR 2.201(a), please submit to this office within 30 days
of the date of this letter, a written statement describing the steps taken or
planned to correct the violation and the results achieved, corrective actions
which will be taken to avoid further violations, and the date when full
compliance will be achieved.
In your response you should also indicate what
actions you have taken to correct the problem of not taking adequate corrective
actions and steps taken to prevent recurrence.
Failure to resolve this matter
may result in additional enforcement action.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy this letter and its enclosure
will be placed in the NRC Public Document Room.
