Subject: Inspection Report No. 50-271/87-12
This refers to the routine resident safety inspection conducted by Mr.
D. R. Haverkamp of this office on June 2 - July 30,1987, at the Vermont Yankee
Nuclear Power Station, Vernon, Vermont. The inspection consisted of observation
of activities, interviews with perscnnel and document reviews. The results of the
inspection are described in the NRC Region I Inspection Report enclosed with this
letter and were discussed with Mr. R. Wanczyk of your staff at the conclusion of
the inspection.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC retirements, as set forth in the 1
Notice of Violation enclosed herewith as Appendix A. The violation concerns the ]
failure to meet Technical Specification 3.2.J requirements for the chlorine gas '
trip setpoints in the toxic gas monitoring system. This violation has been cate- ]
gorized by severity level in accordance with the " General Statement of Policy and
Procedure for NRC Enforcement Actions", 10 CFR Part 2, Appendix C (Enforcement 1
Policy 1986).
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
The responses directed by this letter and the enclosed Notice are not subject to
the clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this
letter and the enclosures will be placed in the NRC Public Document Rocm.
