SUBJECT:

1985 Semi-annual Report - Exposure Range Report, Calculation Correction During the December, 1986 NRC site inspection, the NRC Region IV Inspector, R. E. Baer, questioned the large discrepancy between the NRC's calculated total exposure and the total exposure listed in the ALARA Goals Status (item 6 of Reference 2).

The NRC's 1985 total exposure for Fort Calhoun Station is calculated to be 632 man-rem. The total exposure reported by Fort Calhoun Station is 373 man-rem.

This is a discrepancy of 259 man-rem.

An investigation of the source data used for the NRC's calculations indicates that the NRC uses the exposure range report required by 10 CFR 20.407(b), and includes that material as part of the year end semi-annual report.

This report (Attachmen:, No.1) places all monitored personnel into one of the listed ex-posure ranges.

The NRC multiplies the number of people in each range by the median exposure of that range, adds the exposures generated for all ranges and designates the total as Fort Calhoun Station exposure.

The 259 man-rem discrepancy can be accounted for by the fact that the dosimetry computer program used by 0 PPD does not distinguish between exposure received at Fort Calhoun Station and exposure received from other stations.

The annual TLD exposure column used to generate the exposure range report includes all ex-posure received by each individual monitored during the year, up to the date of termination. The annual exposure totals are also slightly inflated because the annual TLD exposure used for the year end report is comprised of eleven months of TLD data and one month of pencil dosimeter data. J. E. Gagliardo LIC-87-518 Page 2 outage occurred during the fourth quarter of the year, many of the contractors arrived at Fort Calhoun Station with significant amounts of exposure received at other facilities.

A revised exposure range report (Attachment No. 2) has been compiled using only exposure received at Fort Calhoun Station.

The exposure used for the revised report is all TLD exposure. A comparison of the two reports (Attachment No. 3) shows that for exposure ranges above 0.75 rem the number of individuals in each range decreased and that the calculated exposure is much closer to the TLD exposure actually received.

The total exposure calculations dorm by the NRC are published each year in a NUREG. This document also uses those calculated exposures to compare total exposures between utilities and to calculate other statistical comparisons.

The total-number of personnel on the revised report is three higher than the total on the original report. This discrepancy was the result of a fast dosimetry system turn around at the end of 1985.

Three individuals who had been issued TLJs but had not received pencil dosimeter exposure were not entered into the computer files before the year end reports were run and the system zeroed for the new year. A total of 7 millirem was received by these three individuals.

These individuals and their exposures were accurately reflected on the December 1985 TLD Report issued in late January,1986.

The 1986 exposure range report transmitted by Reference 3 specifically notes the Fort Calhoun Station exposures by pencil dosimetry and TLD readings.

This plant specific information should be used by the NRC for their reports.
