BEAVER VALLEY POWER STATION, UNIT NO.1 TELECON DISCUSSION REGARDING POTENTIAL PIPE STRESS PROBLEM During the meeting on March 8.1979, Duquesne Li i
andStoneandWebsterEngineeringCompany(S&W)ghtCompany(DLC) committed to pro-I viding on March 9 a schedule for development of further infomation on the use of PIPE STRESS at the Beaver Valley Power Station, Unit No. 1 (BVPS). This schedule was provided by DLC and S&W just before noon today.
DLC and S&W are both mobilizing staff to review the BVPS calculations on a high priority basis and intend to meet the schedule' we proposed on March 8.
S&W cautioned that this is a tough job and there could be problems as they get into it. As of now there have been no reasons to believe they cannot meet this schedule. However, since they are working over the weekend, they will give~ us a status report on Monday, March P if such problems develop. On Wednesday, March 14, DLC and S&W wi'd provide a list of Q-1 and Q-2 piping that has been reviewed and identify by building and pipe run,'those that have vector errors. A remarks colan will identify the expected 1
l magnitude of the resultant error. 'On Friday, March 16, DLC and l
l S&W will provide an evaluation of the LYPS safety and a proposal

for any required modifications. This evaluation will include revised. N \\

Since S&W is ass ming they i
will find few problems, they' expect these calculations will be completed by Friday.
In addition, on Monday, March 12, S&W will l
identify other S&W designed plants which have used PIPE STRESS.
l DLC stressed the point that they were actively pursuing this matter by sending staff to Boston to assist in the review and to have gh a first hand analysis of the problem. The offsite safety review committee has not reconvened on the matter, however, members have been contacted individually and a quorum has agreed to quickly consider the potential impact on safety of the additional infomation y

SUBJECT:
CONFERENCE CALL TO STONE AND WEBSTER AND DUQUESNE LIGHT COMPANY - BEAVER VALLEY STRESS CALCULATIONS On March 1,1979, Steve Hosford and I placed a conference call to Stone and Webster and Duquesne Light Company to request a computer code printout to assist Engineering Branch in the review of the pipe stress issue identified by I&E (Jordan's nemo to Vollmer dated February 23,1979). The particular code was PIPESTRESS. We talked to Lynch and Carey of DLC and Harper, Morizarta, Cuniskey, Moran and Healy of S&W, Our position was that we were willing to go through the code to satisfy ourselves of the difference between PIPESTRESS and NUPIPE.
We requested S&W to send in a set of the computer codes.
We were informed that this c'ould not be done without corporate approval since it was S&W policy not to release codes or calculational methods to anyone. S&W i.ndicated that we could come to Boston and look at the codes but could not take them away from Boston. We asked if S&W could bring the code to Bethesda and SW indicated that it might be possible.
Steve Hosford and I ended the conference call and then held discussions with Vince Noonan and M. Grotenhuis separately to decide on an acceptable arrangement. We decided to schedule a meeting as soon as was reasonable but no longer than a week away.
I then telephoned DLC (Jack Carey) and{
set the date for March 8th which would allow a carryover day on the-9th if needed. We did indicate that it was necessary for S&W to bring the code calculations so that we could review any part we felt necessary.
In a subsequent telecon from DLC, March 8th was set for the meeting.
