Dear Mr. Neils and Mr. Hostetter:

1 Thank you very much for-your letter of June 9,1986 inviting two or three senior NRC staff to attend the Seminar on Nuclear Plant Life Extension August 25-27, 1986. We accept your' invitation.

I spoke with John Carey of EPRI recently and informed him we would like to send four individuals to the seminar, two from the Office of Nuclear Reactor Regulation and two from the Office of Nuclear Regulatory Research', He indicated this was acceptable.

Although I have not yet seen th'e meeting program, I anticipa;e the seminar will cover a wide range of issues associated with life extension.

For this reason, I am requesting that our attendance not be limited to the same l

individuals every day,- but rather to a total of four individuals at any one time. Again, I discussed this with John Carey, and he indicated this i

arrangement was acceptable.

Finally, from my discussions with John, we have scheduled our meeting with you and other members of the industry steering group for August 21, 1986. The meeting will be held at EPRI's Washington, D. C. office and will be from 1:00 p.m. to 4:30 p.m.

l I look forward to this meeting and the seminar as a forum for identifying l

issues associated with life extension that are of mutual interest.

F. Gregor will direct MDC, GE and any other special consultant project activities including project planning, coordination of technical guidance, review and approval.

Mr. Gregor will also assist Mr. Musolf as required in maintaining communications and technical interchange with EPRI, Sandia (DOE), the BWROG, and with the PWR program.

Mr. L. Nolan will coordinate, where necessary, NSP project activities including technical direction, review, approval, and assistance 'with plant records, surveil-lance, maintenance and testing activities as' required by the program.

Mr. D. Lehnert will coordinate, review and approve the' MDC project team activities including technical direction.

l To facilitate ready plant access for document / records retrieval, inspections and walkdowns as necessary, MDC will maintain a liaison office at the Monticello site.

Mr. L. Nolan (NSP) will coordinate the MDC liaison l

activities.

Proj ect Administration, including cost and schedule control, progress reporting and quality assurance will be maintained by MDC through Mr. M. Anton.

General Electric (GE) will contribute as a special consultant for the specific work scope described in Reference (13).

q A contingency has been established for the use of other special consultants where certain expertise is desired _or necessary based on recommendations from MDC and approval by NSP.

Such services may include metallurgical investig ations, special testing and ' analytical assistance.
