SUBJECT:
Relief Request from ASME Section XI, Inaccessible Welds Reference (2) contained OPPD's request to exempt specific examination locations contained in the Inservice Inspection (ISI) program.
The examination locations listed were a composite of inaccessible pipe welds on both the Main Steam Sys-tem and the Main Feedwater System.
The wording of the relief granted in Refer-ence (3) was conditional based upon OPPD selecting an equivalent number of ac-cessible welds for inservice inspection from piping of similar material, config-uration and operating conditions. The following is submitted to clarify the de-tails that make another relief request necessary.
The following weld locations will be discussed separately to clarify the rea-sons behind this relief request. They are (I) the 16-inch Main Feedwater Cir-cumferent a'
- pe Welds, (II) the 28-inch Main Steam Circumferential Pipe Welds, and (:.11) the 21-inch and 6-inch Main Steam Branch Connections.
Refer-ence (3) required the selection of additional accessible welds as a condition to granting relief. However, as discussed below, all accessible welds have al-l ready been examined, so no substitute welds are available.

Due to their inaccessibility, these examination locations were not origin-l ally scheduled. However, because of the number of weld examinations show-1 ing recordable surface indications, the examination program was expanded to include 100% of the weld locations ~per the requirements of ASME Section XI,. Subsection IWC-2430. Since they are not ' accessible for examination, the a' ave listed. welds could not be included in this expanded examination program, thus creating the need for a relief request. All accessible welds in the 16 inch Feedwater Systems were examined in 1985. All of the

weld locations with recordable surface indications were repaired per ASME
)
Section XI and subsequently passed reexamination. The surface indications-found appeared to be confined to the surface scale of the pipes and did not degrade their pressure retaining function.

There are no examinations sched-uled throughout the 10 year interval for these locations and, therefore, the inclusion of the above welds in the relief request was not necessary.
For the sake of completeness, this group of welds was included to' inform.
the NRC that these welds are not available for examination.

i These welds are on the branch lines leading to the Main Steam Safety I
Valves.. Welds No. 28-MS-2001/15-BC-1 and 6-MS-2003/1 were scheduled for 1
examination in 1985.
Because of the cable wrapping, these examinations could not be performed. All of the above listed welds are inaccessible because of the cable wrapping. There_are no locations of similar mater-ial, configuration, diameter, wall thickness, and operating conditions at Fort Calhoun that are not covered by cable wrapping.
Thus, there are no welds available for alternative examinations as required in Reference (3).
The above systems are subject to a system pressure test every 40 months in ac-cordance with ASME XI IWC-5221 and a system hydrotest every ten years in accord-ance with ASME XI IWC-5222.
In light of the above, OPPD requests relief from examination of _ inaccessible welds on the Main Feedwater,and Main Steam piping of Fort Calhoun Station. The
$150.00 application fee required by 10 CFR 170 is enclosed.
