This refers to the special electrical team inspection conducted by
Mr. S. Pullani of this office on June 1-5, 1987 at Maine Yankee Power Station,
Maine and Yankee Atomic Electric Company Of fice at Framingham, Massachusetts,
of activities authorized by NRC License No. DPR-36 and to the' discussions of
our findings held by Mr. Pu11ani with Mr.
P.. Anderson of your staff at the

conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-
I
tion Report which is enclosed with this letter. Within these areas, the
-!
inspection consisted of selective examinations of procedures and representative
i
records, interviews with personnel, and observations by the inspectors.
!
Based on the results of this inspection, it appears that certain of your
activities Were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
These vio-
,
lations have been categorized by severity level in accordance with the " General
'
Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,
Appendix C (Enforcement Policy).
You are required to respond to this letter
and in preparing your response, you should follow the instructions in Appendix A.
As a result of this inspection, it is our understanding that you agreed to
complete several activities by August 31, 1987.
These include:
(1).a static
load study of onsite electric power systems; (2) a study of long term cor-
rective actions for deficiencies associated with the short circuit duty of
6.9 kV and.4.16 kV breakers; (3)~ a coordination study on molded case circuit
breakers and, (4) institute a formal administrative control procedure to track
i
electrical load growth.
These commitments are discussed further in Section 4
of the enclosed report,

The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget-
f
as required by the Paperwork Reduction Act of 1980, PL 96-511.
