Docket: 50-382 Louisiana Power & Light Company ATTN: J. G. Dewease, Senior Vice President Nuclear Operations 317 Baronne Street i New Orleans, Louisiana 70160 1

Gentlemen:

SUBJECT:

UNAUTHORIZED USE OF THE HPN EMERGENCY COMMUNICATION SYSTEM IE Information Notice No. 86-97, Emergency Communication System, dated November 28, 1986, provided information to NRC licensees concerning the use and operation of the Health Physics Network (HPN) Emergency Communication System.

Specifically it stated, "Its intended use is to permit licensee personnel to transmit health physics and environmental information to the NRC through the t Operations Center in Bethesda, Maryland in radiological events and exercises.

! No other licensee use, other than required testing, is permitted. Licensees l must take appropriate precautions to ensure that the telephone is readily i available for the purpose described here and for monthly tests. Licensees should ensure that the system is not used for other purposes. The development and implementation of appropriate precautions is left to the discretion of the l

licensee, but should be consistent with the general administrative controls and procedures of the individual facility."

Recent telephone bills indicate several licensed facilities are using the HPN phone for purposes other than official government business for which it is provided.

The purpose of this memorandum is to remind you of this requirement, and request that you review the adequacy of the controls and procedures implemented at your facility to limit use of the HPN.

Questions on this matter may be discussed with G. Bates, (817) 860-8233 or H. Michael Hawkins, (301) 492-4145.

Sincerely, ORIGINAL SIGNED BY:
