- FUEL ASSEMBLY / FUEL STORAGE DESCRIPTIONS Gentlemen:

During recent conference calls with members of the Staff, the Company has learned that there is some question regarding the need to perform an environmental assessment for the Fuel Assembly / Fuel Storage Description license amer.dment request submitted on June 12,1987. Carolina Power & Light Company (CP&L) has reviewed the submittal and has determined that:

The proposed amendment involves no significant hazards consideration. This was demonstrated in CP&L's June 12,1987 submittal. In addition, the Staff has issued several similar requests with final determinations that no significant hazards consideration existed, the most notable being Amendment No.116 to the Duane Arnold Energy Center's Technical Specifications, issued April 11,

The proposed amendment involves nc, significant change in the types or significant increase in the amounts of any effluents that may be released of f-site. The amendment will permit the storage and use of fuels designed to achieve longer cycle lengths and higher burn-ups. In general, the 1

environmental impact of effluents from the fuel cycle decreases with increased burn-up. This is primarily due to the smaller number of fuel 1

assemblies required for fabrication and use. Also, the Staff has previously determined that similar amendments result in no significant increase in the amount, and no significant change in the types, of any effluents that may be released off-site.

The proposed amendment involves no significant increase in individual or cumulative occupational radiation exposure. Rarlionuclide inventories decrease slightly with increasing burn-up such that doses attributable to radionuclides released from the nuclear fuel cycle remain unchanged over the full range of extended burn-up. This is consistent with previous Staff determinations that similar amendments would result in no significant increase in individual or cumulative occupational radiation exposure.

Based on the above reasoning, CP&L has determined that the June 12,1987 license amendment request fulfills the criteria of 10 CFR 51.22(9) and is, therefore,

. categorically excluded as a request requiring the preparation of an environmental assessment or environmental impact statement.

Rhment Control Desk NLS-87-160 / Page 2 Furthermore, a report entitled "The Environmental Consequences of High Fuel Burn-Up,"

(AIF/NESP-032, June 1983) was prepared for the National Environmental Studies Project of the Atomic Industrial Forum, Inc. This report concludes that extending fuel burn-up even to 60,000 MWD /MT, results in environmental consequences which are either less than or virtually the same as those assurned in the current regulations. Burn-up at BSEP will be significantly less than 60,000 MWD /MT.
