NOTICE OF VIOLATION l

Portland General Electric Company Docket No. 50-344 i 121 S. W. Salmon Street License No. NPF-1 j Portland, Oregon 97204 During an NRC inspection conducted on May 24, 1987 to July 25, 1987, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, AppendixC(1987),theviolationislistedbelow:

A. 10 CFR 50.72 (b) (2) (ii) requires that the licensee shall notify the NRC as soon as practical and in all cases, within four hours of the occurrence of any event or condition that results in manual or automatic actuation of any Engineered Safety Feature, including the Reactor Protection System.

Contrary to the above, an automatic actuation of the Reactor Protection System occurred at 9:02 .o.m. on June 29, 1987, resulting in the opening of reactor trip breakers RTA and RTB and bypass breaker BYB, but this event was not reported to the NRC until 7:05 p.m. on June 30, 1987.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Portland General Electric Company is hereby required to submit a written statement or explanation to the U.S.

Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region V, and a copy to the NRC Resident Inspector, Trojan Nuclear Plant, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a

" Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full-compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken. Consideration may be given to extending the response time for good cause shown.
