NRC:RI Special Inspection Report 50-423/87-15

This letter transmits the results of the NRC review conducted i> 1een

June 8 - 25, 1987, in the Region I office, of an allegation involving the

seismic adequacy of the masonry walls around the battery rooms at Millstone

Station Unit 3.

Mr. K. Manoly of our staff discussed the findings with

Mr. G. Van Noordennen of your staff in a telephone conversation on July 28, 1987.

Based on our review, it appears that certain of your activities were not con-

ducted in full compliance with NRC requirements and FSAR commitments, as set

forth in the Notices of Violation and Deviation, enclosed herewith as Appendix

A and B, respectively.

The violation has been categorized by severity level in

accordance with the revised NRC Enforcement Policy (10 CFR 2, Appendix C)

published in the Federal Register Notice (49 FR 8583) dated March 8,1984.

You

are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

We are concerned regarding the discrepancy between statements in your FSAR and

what actually occurred regarding the type of construction and stress limits

used in the qualification of subject masonry walls.

Specifically, we want to

understand how this discrepancy occurred and what assurances exist that other

similar discrepancies are not present. Accordingly, we plan on scheduling with

you, a management meeting at the NRC Region I Office to discuss this issue.

Finally, prior to the discussion of the inspection finding with Mr. Van Noordennen,

we received your letter No. 812615 and supporting design documentation which

provide justification of the seismic adequacy of the battery room walls to the

criteria established in Appendix A to Section 3.3.4 of the NRC Standard Review
