Clarification of Vermont Yankee Cycle 13 Core Performance Analysis Report (YAEC-1600)

Dear Sir:

By letter, dated June 24, 1987 [ Reference (h)], Vermont Yankee submitted a proposed Technical Specification change for Cycle 13 operating limits. The basis for the Vermont Yankee Cycle 13 licens2.;3 analysis was provided by the Vermont Yankee Cycle 13 Core Performance Analysis Report, YAEC-1600, enclosed with our June 24, 1987 submittal.

Pursuant to recent discussions with the NRC staff associated with the review of Vermont Yankee Cycle 13 submittal, we have been requested to clarify certain sections of the Cycle 13 Core Performance Analysis Report (CPAR).

Accordingly, Vermont Yankee herein provides the requested information pertaining to Section 7.0 and Table 7.2.1.

Mr. V. L. Rooney, Sr. Project Manager Page 2 The staff requested clarification of whether the. transients reported in Section 7.0 of the Vermont Yankee Cycle 13 CPAR are the limiting transients.

A review and reanalysis of the Anticipated Operational Occurrences (A00s) which set MCPR operating limits for Vermont Yankee during Cycle 13 operation is reported in Section 7.0 of YAEC-1600. The events reported are limiting; no other A00s would produce more restrictive MCPR operating limits for Cycle 13.

The second request was to include the lowest allowable minimum Critical Power Ratios (1.07) associated with each a CPR values for the transients identified in Table 7.2.1.

This table is provided in Attachment A.

We trust that the information provided by this letter adequately clarifies the Vermont Yankee Cycle 13 Core Performance Analysis Report in response to your request.
