This letter will acknowledge the receipt of your August 4,1987 letter to Mr. John B. Martin that transmitted the objectives for the SMUD annual emergency preparedness exercise to be held in September 1987.
On August 17, 1987, Mr. Kent M. Prendergast of my staff had discussions with Mr. Jim Price of your staff regarding the objectives. Based upon these discussions, it is our understanding that the following changes will be made:
- 1. An objective for the control room to utilize their emergency operating procedures to mitigate the accident will be included.
- 2. An objective for the TSC to demonstrate support of the control room will be added.
- 3. Objectives that portray the actions of security and fire response, (e.g., coordination, mitigation, and etc.) will be incorporated.
- 4. The extent of simulation to be allowed during the exercise will be defined.
Based upon our review and the above described changes, your objectives appear to be appropriate.
