REQUEST FOR ADDITIONAL INFORMATION - PROPOSED CHANGES TO ADMINISTRATIVE CONTROLS.
The staff has completed its preliminary review of your June 18, 1987 submittal regarding proposed changes to Section 6.0, Administrative Controls, of the River Bend Station Technical Specifications.
The additional information identified in the enclosure is needed to complete our review of your submittal.
The enclosure also identifies those changes that the staff finds unacceptable.
Please provide the requested information within 45 days of the receipt of this letter.
The reporting and/or recordkeeping requirements contained in this letter affect fewer that ten respondents; therefore, OMB clearance is not required under P.L.96-511.

GULF STATES UTILITIES RIVER SEND STATION, UNIT 1 REQUEST FOR ADDITIONAL INFORMATION By letter dated June 18, 1987, Gulf States Utilities Co. requested changes to the Technical Specification for River Bend Station, Unit, 1.
Following is a request for additional information and a description of those changes we find unacceptable.
1.
Figures 6.2.1-1 and 6.2.2-1 The licensee requests these figures be deleted fron, the Technical Specifications.
We find this request unacceptable.
The staff is considering the issue of organizational charts in the Technical Specifications as part of the Technical Specification Improvement Program.
In the meantime, the staff requires that organizational charts remain in the Technical Specifications.
, It appears from the text of the requested changes that the licensee is making organizational changes.
The licensee should provide a description of organization changes requested.
This description should provide a correlation between the functions of the current organization and the proposed organization.
2.
Section 6.2.4.1 - Shift Technical Advisor.
The licensee is revising this section to allow for the use of dual role Shift Technical Advisor (Option 1 of the Commission Policy Statement on Engineering Expertise on Shift).
However, in order to meet the Commission's Policy Statement on this subject, the qualification with respect to holding a Professional Engineer's license should be expanded to state that this license shall be obtained by the successful completion of the PE examination, and that the bachelor's degree shall be in engineering, engineering technology or a physical science from an accredited institution, including course work in the mathematical or engineering sciences.
