OPPD/NRC Meeting - July 1,1987

Dear Mr. Martin:

On behalf of OPPD, I would like to thank you for the time that you and your staff spent meeting with Bill Jones and me on July 1,1987. As a follow-up to that meeting, I wov.ld like to highlight a few items that were presented.

The following provides the details of those items.

e Excellence in Operations - OPPD is committed to strive for excellence at our Fort Calhoun Station. As a part of this commitment, OPPD has estab-lished goals, objectives, and strategies in order to attain the highest level rating by INP0 prior to the year 1991.

Several programs including Performance 100%, Creating Excellence, and the Strategic Plan were implemented in order for OPPD to meet our objectives in striving for excellence in operation. These programs will be continued and personally monitored by me to ensure that the optimum benefit can be achieved.

e Manpower and Vendor Suonort - OPPD's use of vendor support is intended to cover areas of temporary demands for increased manpower, areas where special expertise is required, and other areas where vendor support is the most economical approach to perform the necessary work.

In those areas where perceived temporary need has instead resulted in a long-term requirement, we intend to replace the vendors with permanent personnel.

Tte OPPD Nuclear Production staff is presently at 365 employees, an ircrease of 64 from July 1,1986. We are on schedule to achieve the authorized staff of 397 for the division by the end of 1987, e

Maintenance Improvement - Several initiatives are planned in the maintenance area to improve overall effectiveness.

OPPD has conducted a self-assessment of its maintenance program. An Institute of Nuclear Power j

LIC-87-519 Page 2 to take place in August, 1987 to assist OPPD in reviewing the maintenance program to identify areas where improvements can be.made.

These reviews will be key steps.in improving the overall maintenance area.

Some additional programs planned are:

improvement in outage performance, improvement in physical condition of the plant and life extension.

e fig _ility Improvements - Planning and construction is in progress for several additions and improvements to the Fort Calhoun Station.

The following is a list of the additions, improvements and planned construction schedules.

Expanded Security Building March 1987 New Warehouse August 1988 New Training Center April 1989 Remodeling of Office Building -

November 1989 New Chemical & Radiation Protection Building June 1989 New Rad Waste Processing Building June 1989 Extension of Maintenance Shop August 1988 Plant Specific Simulator February 1990 The above capital expenditures are estimated to cost approximately 29.1 million dollars.

e SS0MI Corrective Action Proaram - OPPD submitted a comprehensive corrective action plan to the NRC on April 10, 1997, which included a number of improvements including Commitment Tracking, Design Basis Reconstitution, and improved Training.

Periodic updates on the status of items will be submitted to the NRC.

e Procedure Voorade Procram - Fort Calhoun Station procedures will be upgraded to ensure better quality, technical content, and consistency. A procedure writer's guide has been drafted.

Plans are presently being made to determine actual schedule for completion.

It was beneficial to meet with you and your staff to communicate on important issues involving Fort Calhoun Station.

I will arrange a similar meeting in 1988 to update you on the continued improvements we are making in the safe and efficient operation of Fort Calhoun Station.
