CHANGE TO BASES OF WATERFORD 3 TECHNICAL SPECIFICATIONS i

By letter dated July 31, 1987, Louisiana Power and Light Compaay (LP&L) submitted a proposed change to the Bases of the Appendix A Technical Specifications for their Waterford Steam Electric Station, Unit 3.

The staff has reviewed your request and concludes that it is appropriate to change the Bases to reflect LP&L's commitment to the 1982 revision of ASTM E 185 regarding the reactor vessel surveillance program in accordance with 10 CFR 50, Appendix H.

A copy of our evaluation is enclosed.

Because the proposed changes are to the Bases and not to the Technical Specifications, an amendment to the licensee is not required and is not being issued, pursuant to 10 CFR 50.39.

We have, however, revised page B 3/4 4-7 of the Waterford 3 Technical Specifications to reflect this change.

A copy of the revised page is also enclosed.
