1 The Commission has issued the enclosed Amendment No. 5 to Facility 1 I

' Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit No. 1. This amendment is in response to your application dated May 22, 1987.

This amendment changes the Technical Specifications with regard to the standby liquid control system (SLCS). The changes reflect NNEC0 ' s plan to enrich the boron in the SLCS to a minimum of 50 atom percent-Baron-10 to' satisfy the requirements of 10 CFR 50.62(c)(4).

A copy of our related Safety Evaluation is enclosed. The Notice of Issuance will be included in the Commission's next regular biweekly Federal Register notice. This completes our action on TAC No. 59113.
