Docket No. STN 50-460 August 26, 1987 Mr. D. W. Mazur, Managing Director Washington Public Power Supply System 3000 George Washington Way Post Office Box 968 Richland, Washington 99352 l

Dear Mr. Mazur:

SUBJECT:

REQUEST FOR ELIMINATION OF ARBITRARY INTERMEDIATE PIPE BREAKS AT 4

WNP-1 By letter dated October 10, 1985, you requested permission to eliminate the postulation of arbitrary intermediate pipe breaks from the design basis for WashingtonNuclearProject1(WNP-1).

On June 19, 1987, Generic Letter (GL) 87-11, " Relaxation of Arbitrary Intermediate Pipe Rupture Rupture Requirements," was issued to the industry, including construction permit holders. This letter dealt with the relaxation of pipe rupture requirements by specifying the elimination of arbitrary I

intermediate breaks in safety related piping, and the elimination of the associated dynamic and environmental effects, from the design bases for safety related structures, equipment and components. The elimination of these breaks is reflected in Revision 2 of SRP 3.6.2-BTP MEB 3-1, dated June 1987, which was attached to the GL.

Under the stipulation of GL 87-11, requests for the elimination of the i

arbitrary intermediate breaks do not require prior NRC approval unless the i

change involves a conflict with the license or technical specifications, l

Since the KNP-1 proposed changes do not conflict, the request for the elimination of these breaks is automatically granted.

Sincerely, Original signed by Lester S. Rubenstein, Director l
