o ATTACHMENT DISCUSSION AND JUSTIFICATION Request for Relief from Compliance with the Hydro Test Schedule Requirements of

Subsections IWB-2500, IWC-2500 and IWD-2500 of the Winter 1980 Addenda to the J
ASME Boiler and Pressure Vessel Code,Section XI, Rules for Inservice Inspec-tion of Nuclear Power Plant Components.
l For Class 1 systems, Table IWB-2500-1, Category B-P, Note 6, states "The system hydrostatic (IWB-5222) shall be conducted at or near the end of each inspection interval." For Class 2 and 3 systems, Table IWC-2500-1, Category C-H, Note 5, and Table IWD-2500-1, Categories D-A, D-B and D-C, Note 2, states "The system hydrostatic test shall be conducted at or near the end of each inspection inter-val or during the same inspection period of each inspection interval for Inspec-tion Program B."
To conform to the requirements of the Boiler and Pressure Vessel Code, the hy-dro test schedule for Fort Calhoun Station shows most of the hydrostatic tests are to be performed in the last period. The impracticality of this situation arises from the fact that other activities, such as core barrel inspection and the reactor vessel automated ultrasonic examination, also fall at the end of the interval. These events, on top of other activities scheduled for each out-age, combine to make the outages in the last period very long and intensive.
To alleviate the disproportional work loads scheduled for the end inspection interval, OPPD is requesting relief from the above referenced hydro tast sched-ule requirements. This will allow some of the Class 1, 2 and 3 hydro tests to be moved into earlier periods in the ten year inspection interval.
The intent is to allow OPPD to use their discretion to determine the best time during the interval for a particular system hydrostatic test.
In the case of Class 1 sys-tems, granting this relief would allow hydro tests to be performed before the last inspection period of the interval.
In the case of Class 2 and 3 systems, granting this relief would allow hydro tests to be performed in an inspection period earlier than when they are presently scheduled.
Since granting of this relief would not increase the length of time between hydro tests beyond code allowables, degradation of system safety would not occur.
It is understood that once a hydro test for a particular system has been performed in an earlier period, it cannot subsequently be moved back to a later period.
Since the proposed reschedule of system hydro tests would not lengthen (only shorten or leave as is) the interval between the hydro tests of a particular system, it is perceived that there is no penalty to be paid in terms of loss of system reliability in return for the benefit of simplifying and shortening the refueling activities associated with the last outages of the inspection inter-val. Therefore, OPPD requests relief from the referenced rec;uirements of Tables IWB-2500-1, IWC-2500-1 and IWD-2500-1.
