Gentlemen:
'This refers to the inspection conducted by Messrs. D. R. Carpenter, and
T. Reis, NRC consultants, and other members of this office during the period
May 30 through June 26, 1987, of activities authorized by NRC Construction
Permits CPPR-128 and CPPR-129 for the South Texas Project, Units 1 and 2, and
to the discussion of our findings with Mr. W. H. Kinsey and other members of
your staff at the conclusior of the inspection.
Areas examined during the insiection included standby diesel generators,
preoperational test results, p operational test witnessing, operational
procedures review, IE Bulletins and Circulars, Three Mile Island and Generic
Letter 83 28 action items follow o, temporary modification program review, and
site tours. Within these areas, tSe inspection consisted of selective
examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspectors.
The inspection findings are
documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respone' to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your responses should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
We have also examined actions you have taken with regard to previously
identified inspection findings and licensee reported deficiencies.
The status
of these items is identified in paragraph 2 of the enclosed report.
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
