Dear Mr. Schadrack:

q This is in partial response to your letter dated July 14, 1987, in which you requested, pursuant to the Freedom of Information Act (F0IA), 10 categories 3 of records on geology, seismology, and seismic matters.

For your information,- the Nuclear Regulatory Comission (NRC), which was established when the- Atomic Energy Coinnission (AEC) was abolished by the Energy Reorganization Act of 1974, 42 U.S.C. 5801, does not maintain a complete set of records created or received by either the AEC or the NRC between 1960 and 1980. The NRC currently retains and discards records in accordance with the NRC Comprehensive Records Disposition Schedule (NUREG-0910). Further, the NRC does not' maintain in a single file all existing NRC records and AEC records which were transferred to NRC.

Instead, existing records are maintained in various offices where headquarters staff members are presently housed in seven separate buildings. )

Also, certain dated records are maintained in a warehouse for storage or o pending disposal. As a result, the NRC does not maintain records requested under some categories of your request and cannot readily locate certain records subject to your request. The NRC maintains a Public Document

, Room (PDR) at 1717 H Street, NW, Washington, DC 20555, and Local Public I Document Rooms (LPDR) near the sites of. nuclear. power plants which house a voluminous amount of records subject to your request. At this time, we are providing the following information to assist you in locating existing l

records which are publicly available. Following your review of those records, you will be able to submit a new F0IA request for any additional specific records in which you may be interested and which the NRC staff may locate with a reasonable amount of staff effort and cost to you.

[ Categories 1, 2, and 3 The NRC staff noted that the AEC's Division of Civilian Applications was succeeded by Reactor. Licensing, which was succeeded by NRC's Office of Nuclear Reactor Regulation (NRR) which has contained the Site Analysis Branch and the Geoscience Branch. Mr. Schadrack NRC personnel, published as NUREG/BR-0046, supersedes each previous directory.

Since establishment of NRR, the office has undergone numerous reorganizations and has not retained rosters of personnel assigned to NRR branches. However, names of certain personnel and statements regarding their qualifications appear in records that have already been made publicly available. The names of reviewers may be provided at the end of the Safety Evaluation Reports (SER) on matters which they reviewed. Also, the names of personnel and their professional qualifications are included in testimony prepared for a hearing.

Such records are maintained in the appropriate docket files at the PDR and LPDRS.

Categories 4 and 5 The staff is currently reviewing certain requested records that have been located regarding the applications identified at numbers one through six in your request. We will notify you upon completion of the review. With regard to Satsop, which is identified at number seven in your request, the staff noted that Units 3 and 5 of the Washington Public Power Supply System (WPPSS) are located at Satsop. Please telephone Mr. Frank Karas, (301) 492-4610, to inform him whether your request pertains to WPPSS Unit 3 or 5.

The NRC staff believes that AEC contracts were not transferred to NRC when AEC was abolished and that AEC i contracts may have been transferred to the U. S. Department of Energy (DOE) along with copies of interagency agreements with agencies listed in your  ;

We are enclosing a copy of the printout identifying pertinent contracts, containing scopes of work and names of key personnel, which are available through the PDR. Names of consultants of the Advisory Committee on Reactor Safeguards (ACRS) appear in various records, such as minutes of ACRS subcommittee meetings, which are maintained at the PDR.

Category 7 The NRC staff noted that the NRC does not maintain files on the U. S.

Geological Survey report files which are listed in your request and that the NRC contracts which are maintained in the PDR and identified on the enclosed printout, as discussed under category six above, would provide the only pertinent information that NRC has at this time.

Category 8 The PDR staff maintains historical records on 10 CFR Part 100 Appendix A in a file labeled "PR 100-Reactor Site Criteria" among PDR proposed rulemaking files. The records' identified on the enclosed Appendix A are being placed

The staff believes that you will locate the remaining subject records during your inspection of records mentioned under category eight above.

Category 10 The staff believes this status report was prepared for the former AEC Chairman, Dr. Glenn T. Seaborg. The staff of the office which succeeded the office that prepared the status report, Office of Information Services (0IS), could not locate other records that relate to this status report and believe the information was compiled from a number of sources that existed around December 1973 rather than from a currently identifiable file.

As mentioned above, we will provide another response regarding categories four and five as soon as possible and will await notification from you regarding those categories and category eight. We are taking no further action on the remaining categories of your request. Please review pertinent records maintained at the PDR and LPDR and submit a new F0IA request for any additional records in which you may be interested.
