Enclosed we are transmitting an application for an amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station.

Unit No. 1.

I The enclosed application requests that the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License. Appendix A Technical Specifica- l tions, be revised to reflect the changes attached. The proposed changes affect Technical Specification Sections 3/4.3.2, Safety System Instrumen-tation and 3/4.6.3, Contain'nent Isolation Valves. Specifically, the changes involve removing all Safety Features Actuation System (SFAS) response times cnd containment isolation time requirements, in the Tech-nical Specifications, from the valves on the secondary side of the steam generators. These valves aho receive redundant Steam and Feedwater Rupture Control System closure signals. By deleting the SFAS signal, unnecessary levels of redundancy will be eliminated and plant reliability will be improved by reducing the effect of an inadvertent SFAS actution.

Toledo Edison requests that this amendment be issued by October 30, 1987 and effective 30 days thereafter.

Enclosed is a check for $150 as required by 10CFR170.12(c) for a license amendment application.
