Reference (a) provided Commonwealth Edison Company with a request for additional information regarding the habitability of Zion's Main control Room. This request centered on five areas.

1. Provide an accurate description of the "as built" system and its operation and maintenance; j
2. provide a description of the testing performed, including test results;
3. verify the~ system flow rates, including all inleakage rates, during the various modes of system operation;
4. identify all significant deviations of the "as built" system and its operation, maintenance and testing from the description as  ;

contained in the FSAR and elsewhere;

5. demonstrate that the system meets the requirements of GDC-19 by analysis and results of tests.

Enclosed with this submittal are the following documents;

1) Two copies of the Sargent and Lundy report titled " Evaluation of Control Room HVAC System-PV and Computer Room and Miscellaneous Room HVAC System-OV", dated April 29, 1987.
2) .The control Room HVAC' System Pre-Operational test performed in early 1973.
3) Zion Station procedure TSGP-47, Control Room Ventilation System Ductwork Inleakage Test, completed March 11, 1987.

  • 4) A sample copy of Zion Station procedure PT-18, Control Room Charcoal Booster Fans Test. In addition, the Operating Department monitors pV system mechanical performance shiftly.

6) May 7, 1986, Entech letter from J.N. Hamawi to Nicholas Konstantinou documenting sensitivity studies performed in support of TSGP-47,
7) Copies of three ventilation tests, TSS 15.6.14A, B, and C. These procedures control the testing of filters and the measurement of make-up flow rates.

The control room make-up flow rate of 2,000 CFM is routinely measured whenever the make-up charcoal filters are tested. This test is performed after every 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> of charcoal filter operation in accordance with Technical Specification 4.17.1. The only other system flowrate that has been verified is the air inleakage rates measured in TSGP-47.

The Sargent and Lundy report provides a detailed description of the "as-built" system. Included in this report is the identification of all deviations from the "as-designed" system.

Finally, reference (b) provided the NRC with a description of the Control Room Habitability calculations for Zion Station. These calculations were performed in support of Nureg 0737, Item III.D.3.4. Zion Station continues to operate within the bounds of this analysis.

However, the analysis contained in reference (b) has a number of elements that may be candidates for alteration. As a result, Commonwealth Edison and its consultants are reviewing this calculation to determine if a revised calculation is warrented. This initial assessment is expected to be complete by September 30, 1987.

Commonwealth Edison Company will advise you of the results of this review and provide the NRC with the schedule for any additional work.
