Public Meeting FPJmmary Management Meeting for Quad Cities Nuclear Power Station Aunust 13 Manaaement Meetina Summary:
The management meeting was conducted in two parts with the first part of the meeting focused on activities associated with 10 CFR Part 50, Appendix R. Fire Protection. Commonwealth Edison Company (Comed) provided a series of flow charts describing the process for the various fire protection improvement efforts and discussed relative completion schedules for each of the improvement initiatives. A status of the commitments by Comed described in its Confirmatory Action Letter closure letter was also provided. NRC representatives questioned Comed relative to the company's approach to issues identified as problematic in Quad Cities inspection Report g8011, including the acceptability of assuming only one spurious operation in any fire area, and the acceptability of crediting automatic closure of the main steam isolation valves.

Comed stated that the NRC's position in these areas was understood and that Comed was taking steps to be able to respond to the NRC's concems. NRC representatives viewed Comed's approach as consistent with current NRC guidance. A subsequent working level meeting on the details of Comed's implementation of specific fire protection improvements was proposed and NRR agreed to assume responsibility for arranging the meeting.
The second part of the meeting concentrated on the status of Comed's ongoing efforts to I
J address issues in those areas of particular concem identified prior to restart in May igg 8. In the areas of configuration control and material condition, Comed described significant improvement efforts, but also acknowledged existing challenges. Comed representatives discussed a'.
. particuiar example involving fuel pool cooling which illustrated both positive and negative performance aspects. ' While the licensee identified that the configuration of the system was different from expected, the licensee demonstrated an aggressive approach and heightened sensitivity to resolving configuration control problems. Missed Technical Specification surveillance were also discussed with Comed, with Comed pointing out that no missed Technical Specification surveillance had occurred since February. Comed also provided progress updates in the areas of corrective actions, the Maintenance Rule program, the 50.5g Safety Evaluation program, and efforts in SCRAM reduction and instrument uncertainty.
The licensee presented information contained in the applicable handout in Enclosure 2 during the meetings.
