Potential N0ED for Waterford 3 l

.On January 2, 1996, at 1700 (EDT), Entergy Operations Inc., the licensee for Waterford 3, called the NRR and Region IV staff and informed the staff that there was a possibility that they may.have to request an N0ED if their d evaluation of the circumstances warranted it later in the evening. At the time of the call, Waterford 3 was in. two different limiting conditions for operation (LCOs) due to two relays that failed to de-energize during the surveillance. One of the relays actuates the containment spray pump and the -

other relay is used to open the steam supply valve for a steam driven auxiliary feed water pump. At the tirae of the call, 38 hours4.398148e-4 days <br />0.0106 hours <br />6.283069e-5 weeks <br />1.4459e-5 months <br /> had already elapsed out of 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> allowed outage time for one of the LCOs. The licensee was in process of trouble shooting the testing circuit to determine if there .

was a fault in testing circuit. The licensee told the staff that there was a possibility that they may have to change the relays if they could not find any problem with the test circuit, and the licensee may have to request for an NOED for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to facilitate the installation and testing of the new relays.

The licensee discussed the potential N0ED in detail with the staff and requested the staff to be availabe at a later time in the evening if necessary. However, later in the ' evening the licensee concluded that there was a problem in testing circuit and relays were considered operable.

Waterford 3 exited from both LCOs and no N0ED was necessary. The staff was informed about the licensee's decision later in the evening. No additional actions were necessary from the staff.
