Gentlemen:

This letter addresses the inspection of your facility at Tucker, Georgia, conducted by Mr. R. L. Cilimberg of this office on November 16-20, 1987, and the discussions of his findings with you and members of your staff at the conclusion of the inspection.

The purpose of the inspection was to follow-up an allegation pertaining to marking pipe with incorrect heat numbers and to close previous inspection findings based on a review of corrective action implemented by HUB. Areas examined during the NRC inspection and our findings are discussed in the enclosed report. This inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During this inspection it was found that the implementation of your QA program failed to meet certain NRC requirements. A serious finding was the observation of two heat numbers on the same piece of pipe, which partly substantiates the allegation which is discussed in the enclosed report as an unresolved item. We specifically request that you respond to the concerns raised in the unresolved item. This response should describe corrective action taken or planned to prevent recurrence of the allegation. The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.
