Enclosed is ar; app'ication for a license (XSOU8758), recently recolved by the Nuclear Regulatory Commi on, for the export of 125,237 kilograms of natural uranium and 39,360 kilograms of thorium contained in calcium aluminate for use as a steelmaking additive (a non-nuclear end use).

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested expr meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Dear Ms. Wright,

Integral Solids & Solutions (ISS) has spent the last 3 years rnarketing " CANAL" synthetic slag fluidizer to various steel producers in Mexico. This product aids in the production of clean steel by allowing the slag to remain fluid and thereby increasing its ability to absorb impurities such as metal oxides.

This product is manufactured by Shieldalloy Metallurgical Corp. of Newfield, NJ and is regulated by the NRC because it contains small amounts of uranium and thorium. This uranium and thorium neither adds to nor subtracts from the performance of this product.

Per the attached, completed Form 7, ISS seeks an export license for this product from the NRC which will allow us to fill our customers' requirements in Mexico. As outlined above, this is a non-nuclear usage.

Our intermediate consignee has already consulted with the Mexican govemment as shown by the attached authorization letter. If you wish to contact Mr. Hermenegildo Maldonado, Chief of Evaluation and Licensing Department of the Energy Secretariat - National Commission of Nuclear Security and Safeguards who authorized the importation of this material, he can be reached at 011525 590-4181 or 4182.

We ask that you act expeditiously and grant us a license for the exportation of 100.000 tons (90,718,474 kilograms) over a period of the next three years. Pending a successful trial shipment of 100 tons (90,718.474 kilograms), this is the anticipated demand for our product within the Mexican marketplace.
