TVA requested this meeting to brief the staff regarding ongoing efforts with the Department of Energy to fabricate and install four lead test assemblies (LTAs) in the Sequoyah Unit 2 core during the Cycle 10 Refueling Outage in the spring of 1999. The purpose of the test is to confirm the feasibility of using downblended uranium as fuel in commercial i nuclear power plants.' A list of attendees is given in Enclosure 1. The handout provided by TVA during the meeting is included as Enclosure 2.

l To support installation of the four LTAs, TVA plans to submit a topical report and license i amendment request in September 1998. TVA discussed the overall scope and purpose of the LTA program and the material composition of the fuel. The most notable aspect of the blended fuel is the high enrichment of Uranium-236 (U-236) as compared to fuel fabricated from natural ,

uranium. The test program will ensure that the analytical methods used to predict the behavior of U-236 are as accurate as the current methods used for predicting the behavior of enriched l

L uranium derived from natural uranium. The FCF representatives discussed the expected thermal and mechanical response and nuclear design of the LTAs. The evaluation of Final Safety Analysis Report Chapter 15 events was also discussed.
