On July.18,1998, the NRC completed an inspection at the Monticello reactor facility. The
j
enclosed report presents the results of that inspection.
During the 7-week period covered by this inspection, the conduct of activities r:t the Monticello
- facility was generally characterized by acceptable operational practices, sound engineering and
maintenance philosophies, and careful radiological work controls. Routine control room activities
were generally performed in accordance with administrative procedures.- However, although
operators were generally attentive to panels, we continue to identify examples of a lack of
attention-to-details regarding parameters and equipment status.
We noted your initiative to evaluate operator performance during the June 29,1998, loss of
! condenser vacuum transient. Your staff's critical review of the event initially identified that shift
management misread an abnormal procedure step._

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
