SUBJECT:

BORAFLEX SURVEILLANCE PROGRAM (TAC N0. 66413) i By letters dated September 16, and December 15, 1987, Louisiana Power and Light Company (LP&L, the licensee) requested NRC staff concurrence of LP&L's proposal l to revise the commitment for surveillance of Boraflex in the spent fuel storage l racks (SFSR) at Waterford 3. By letter dated November 16, 1987 LP&L provided assurance that the potentially significant problem with Boraflex, as outlined in Information Notice 87-43 is not a safety concern for Waterford 3 due to differences in the fabrication process. In its FSAR' response to NRC Question No. 282.4 dated April 1981, LP&L committed to conduct surveillance testing on samples of-the Boraflex poison material (coupons) in the Waterford 3 SFSR.

Because industry experience has shown that the surveillance coupons are not representatives of the full length Boraflex insert, LP&L proposes: (1) that the Boraflex coupon surveillance not be performed; (2) that LP&L develop a log ,

to track the gamma dose buildup in the SFSR; and (3) that LP&L keep abreast of l new industry development on Boraflex integrity for the next few years and l propose an appropriate surveillance program to the NRC by January 1, 1993. l The staff has reviewed LP&L's proposal for revision of its Boraflex surveillance program at Waterford 3 and concludes that the licensee's proposal is acceptable.
