SUBJECT:

TECHNICAL SPECIFICATION CHANGE REQUEST REGARDING THE AUXILIARY BUILDING CRANE - ARKANSAS NUCLEAR ONE, UNIT 1 - TAC NO. 65115 By letter dated April 7, 1987 (1CAN048701), Arkansas Power & Light Company (AP&L) requested the subject Technical Specification (TS) change.

The TSs presently prohibit handling of a spent fuel shipping cask pending evaluation of the spent fuel cask drop accident and the crane design by AP&L and NRC review and approval.

The immediacy of the request concerned the desire for shipment of spent fuel pins to the Babcock and Wilcox Research Center for examination. The spent fuel pins were a part of the Department of Energy Extended Burnup Program.

After discussions between the NRC and AP&L staffs, it was agreed that a request for a one time exemption from TS would permit NRC review within a timeframe compatible with the shipping schedule.

The exemption was requested and approved (NRC letter of July 10, 1987).

During the NRC-AP&L staff discussions, it was noted that the original request for the TS change would have to be modified and supplemented in order for the staff to perform an adequate review.

No further information has been received; and the request has not been under active staff review.

By this letter, the NRC is terminating any further activity on the subject.

If, in the future, AP&L desires to have the staff consider a revision to the TS regarding the auxiliary building crane, a new request must be submitted.
