Gentlemen:

This refers to the operational readiness inspection performed by an NRC team

during the period June 29 through July 2,1987, of activities authorized by NRC

Construction Permits CPPR-128 and CPPR-129 for the South Texas Project, and to

the discussion of our findings with members of your staff at the conclusion of

the inspection.

This NRC effort at the South Texas Project (STP) represents a new inspection

approach involving an assessment of the operational readiness of the STP staff.

This type of assessment is expected to be performed at future NT0Ls prior to

issuance of the low power license, prior to issuance of the full power license,

and prior to exceeding the 50 percent power plateau. The results of this

inspection were used as an input into the NRC decision to issue an operating

license for the STP Unit I facility. The basis of the inspection approach is

discussed in Section 2 of the report. Particular attention was directed to

determining that an operational mentality had been developed in the areas of

the management team, the operations staff, the SAFETEAM organization,

surveillance testing efforts, maintenance activities, work / test controls, and

in the efforts to learn from operational experiences. The team also reviewed

the Quality Display Processing System and the use of the master completion

list.

The inspection findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified, but a number of concerns were identified by the team and are

,

documented as observations in the report. The observations documented in the

report were communicated to you and your staff at the exit meeting. You have

provided your position and the action taken for each of the observations in

,

your letters of July 15 and August 18, 1987 (Enclosures 3 and 4 to NRC). We

i will review these actions during future inspections. Several concerns

'

identified in the enclosed inspection report were not specifically discussed

at the exit meeting. These concerns are identified as open items and will be

reviewed during a future inspection.
