Counsil I Executive Vice President 400 North Olive Street, Lock Box 81 Dallas, Texas 75201 Gentlemen: This refers to the inspection conducted by Mr. C. J. Hale and NRC consultants during the period November 4 through December 1, 1987, of activities authorized by NRC Construction Permits CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric Station, Units 1 l and 2, and to the discussion of our findings with Mr. A. B. Scott and other members of your staff at the conclusion of the l inspection. The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspectors. During this inspection, it was found that certain of your activities appeared to deviate from commitments made to the NRC, as i specified in the enclosed Notice of Deviation. A written response ' to the deviation is requested. i In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, your response, and the enciesed inspection report will be placed in the NRC Public Document Room.
