SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION ON ALTERNATE OPERATION WITH REDUCED MEASURED REACTOR COOLANT SYSTEM FLOW, SOUTH TEXAS PROJECT, UNITS 1 AND 2 (STP)(TAC NOS. MA0350 AND MA0351)

Dear Mr. Cottle:

The Nuclear Regulatory Commission staff is reviewing STP Nuclear Operating Company's (STPNOC's) December 31,1997, application for a license amendment to revise Technical

{

Specification 2.1 (Safety Limits),2.2 (Limiting Safety System Settings), and 3/4.2.5 (Departure J

from Nucleate Boiling Parameters) by including alternate operating criteria to allow continued plant operation with a reduced measured reactor coolant system flow rate, if necessary.

I Based on its review, the staff has determined that additional information is needed, as discussed in the enclosure.

Sincerely, ORIGINAL SIGNED BY:

Thomas W. Alexion, Project Manager Project Directorate IV-1.

O 4,

REQUEST FOR ADDITIONAL INFORMATION 1.

Regarding the containment response analys!s of record (i.e., without the proposed reduced reactor coolant system (RCS) flow), provide the highest calculated containment pressure and temperature resulting from the limiting postulated accidents.

2.

In view of the fact that a recalculation of the highest containment pressure and temperature resulting from the limiting postulated accidents for the proposed reduced RCS flow has not been peiformed, show that the critical blowdown parameters (pressure and temperature) are less for reduced RCS flow versue 100% RCS flow, and therefore that the blowdown mass and energy release will be alightly less for reduced RCS flow versus 100% RCS flow.

3.

Explain the difference between the 598'F T-avg value in the Technical Specifications and the 593*F T-avg value in Table 1 of the June 30,1998, supp!ement.
