Dear Mr. Andrews:

SUBJECT:

WATER INTRUSION INTO THE INSTRUMENT AIR SYSTEM As we indicated in our minutes of the meeting, dated November 13, 1987, the I

staff concluded that they were satisfied with Omaha Public Power District (OPPD) work scope and response relative to the incidents of water ingress into the Instrument Air System.

In addition, as a result of this meeting, OPPD I

submitted additional information on the docket dated November 20, 1987, which we reviewed.

The staff has concluded from this review that as a result of OPPD placing heavy emphasis on removing the water from the Instrument Air System and corrective actions planned, defined, and scheduled, the plant is back to its original configuration and safe to operate.

Your continued valve cycling program and operator teardowns should detect any long term effects of residue or residual water.

Therefore, the staff has concluded that Fort Calhoun Station, Unit 1 can continue its operation.

Our conclusion with s

respect to the longer term seismic qualification problem will be addressed in a forthcoming letter in the near future.
