PROPOSED LICENSE AMENDMENT REGARDING INCREASE IN SPENT FUEL POOL HEAT LOADS, SOUTH TEXAS PROJECT (STP), UNITS 1 AND 2 (TAC NOS. M92575 AND M92576)

Dear Mr. Cottle:

By letter dated May 30,1995, as revised by letter dated February 8,1996, and supplemented by letter dated May 1,1996, STP Nuclear Operating Company (STPNOC) proposed a license amendment to revise the Updated Final Safety Analysis Report regarding an increase in spent fuel pool heat loads. The application states that the purpose of the proposed change is to revise the spent fuel pool heat load licensing basis to provide greater flexibility for normal refueling practices.

During a phone call with STPNOC on June 11,1998, the Nuclear Regulatory Commission (NRC) staff commented on the application and indicated that there were areas in the application that either needed revision or supplementalinformation. By letter dated August 10,1998, STPNOC requested that the NRC stop review of the proposed amendment and indicated that STPNOC will submit a revised version of the proposalin the future that will address outstanding NRC comments. The purpose of this letter is to formally transmit NRC's comments in the form of a Safety Evaluation for STPNOC's use in preparing its revision to the application.

With this letter, TAC Nos. M92575 and M92576 are hereby closed. The NRC will open new TAC numbers when STPNOC submits its revised application.
