PILGRIM NUCLEAR POWER STATION DESIGN INSPECTION
Dear Mr. Olivier:
During the time period of September 28 through October 23,1998, the NRC has scheduled a
' design inspection of the Pilgrim Nuclear Power Station. The Boston Edison Company (BECo) has indicated that there are no major conflicts with onsite activities during this period. Per BECo's request, risk insight as well as BECo's ongoing design basis reviews were considered in the system selection process. We will contact BECo to request material needed to support the on-site and off site reviews. The team leader and another member of the team are scheduled to visit the site between September 9 and 10,1998, to identify any additional documentation required for the in-office review and on-site inspection.
Recent NRC inspections at nuclear power reactor facilities have identified numerous findings where the actual plant configuration or operations were inconsistent with the design basis, licensing basis, or the Updated Final Safety Analysis Report (UFSAR). Thus, the purpose of this inspection is to evaluate the capability of the systems to perform safety functions required by their design and licensing bases and to verify consistency of the as built configuration and plant operations with the UFSAR. Inspection Procedure 93801, " Safety System Functional Inspection" will be used to perform the design inspection.
Mr. Morris Branch, Team Leader, NRR, will interface with BECo regarding all matters related to this inspection. The inspection will be performed by a team of NRC and Stone and Webster (S&W) Corporation engineers who have been contracted by the NRC for this purpose.
