I would like to express my appreciation for the fine briefing on plant operation and plant tour that I received during my November 18, 1987 visit to Trojan

Nuclear Plant. The depth of knowledge which your staff demonstrated regarding operational history and planned programs within their specific discipline, is an excellent base for Portland General Electric Company's efforts to improve its regulatory, engineering and operational performance. Your staff in attendance should be commended.

During my visit we also had a productive discussion regarding " changes, tests and experiments," described in 10 CFR 50.59. Although differing opinions exist 1

regarding the threshold at which a 10 CFR 50.59 analysis needs to be performed, I want to reemphasize the importance of (1) performing the 50.59 for any changes to the facility and (2) including appropriate analyses and reviews that are conducted to determine whether a proposal or condition requires approval, in accordance with the provision (s) of 10 CFR 50.59(a) prior Consnission (1), as part of l

PGE's formal 10.CFR 50.59 package.

You should be sensitive to the possibility that unreviewed safety questions may in fact exist, despite cc.npliance with the Technical Specifications since the acceptability of the Technical Specifications is based only upon the facility design having received a staff review during licensing and subsequent licensing activities.
