TS AMENDMENT REQUEST RELATED TO THE ISI/IST PROGRAM (TAC 51744 & 51745)

On April 18, 1979, Commonwealth Edison Company (Ceco, the Licensee) requested amendments to the Quad Cities Nuclear Power Station (QCNPS), Units I and 2, Technical Specifications (TS) with regard to the Inservice Inspection (ISI)

Program. The proposed TS changes were intended to conform said TS with the applicable ASME code requirements contained in the ISI Program such that no conflicts would exist. Additionally, certain surveillance requirements in existing TS were proposed for elimination because of their potential to place the plant in an unsafe mode of operation while attempting to compensate for ISI identified-testing failures. This amendment request was subsequently supplemented on July 20, 1981 with two additional proposed TS changes related to Drywell Vacuum Breakers and Diesel Generator Operability testing.

Due to protracted difficulties in completing the QCNPS Inservice Testing (IST)

Program reviews, the NRC staff has been unable to pursue evaluation of the CECO proposed TS amendment (until an applicable ten year IST program is approved).

Although interim approval of the latest QCNPS IST Program is expected shortly, the CECO amendment request is now out of date.

In order for the staff to effectively act, an updated amendment request is necessary to supercede the previous submittals. This updated amendment request should encompass: 1) the latest ten year IST Program, 2) current TS, 3) an analysis of Significant Hazards Considerations in accordance with 10 CFR 50.90, and 4) justifications for all proposed TS changes.

Consequently, the staff has discontinued evaluation of the aforementioned submittals and recommends CECO resubmit another, superceding amendment request.

This decision has been previously discussed with Nuclear Licensing and Station personnel.

It is the staff's understanding that a new submittal is under development.
