Dear Mr. Walker:
On November 17 and 18, 1987, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are conducted biannually to focus NRC resources on those plants and related issues of greatest safety significance. At this meeting Fort Saint Vrain was categorized as requiring continued close monitoring. NRC places plants in this category that have taken action or have committed to take action that should correct identified problems, but the effectiveness of this action has yet to be fully demonstrated.
Based on being in this category, the NRC will continue to have an increased level of headquarters and regional attention to monitoring Fort Saint Vrain's performance.
A summary of NRC discussions held relating to Fort Saint Vrain is provided below:
The current status of Fort Saint Vrain was discussed.
Since the last meeting, the plant has operated at high power, and the plant staff continues to exhibit a substantially heightened quality of operational performance and discipline. Unfortunately, the period of operation was substantially interrupted by primary circulator problems that led to an outage beginning on July 29, 1987, followed by a hydraulic oil fire just before midnight on October 2, 1987, during the restart from the circulator replacement outage.
Restart from this outage to repair the fire damage is expected in early to mid-December. While the replacement of the circulator and the repairs of the fire damage were accomplished in a quality fashion, the limited period to observe operations caused NRC staff to consider Fort Saint Vrain as requiring continued close monitoring of operational performance until the next Senior Management i

- An NRC Commission meeting open to the'public has been scheduled for December 17, 1987, to review the results of the latest meeting of NRC managers.
Mr. Robert Martin, the Region IV Administrator, has discussed the basis for our conclusions with regard to the Fort Saint Vrain facility with members of your staff.
