HIGHLIGHTS OF WEEKLY INFORMATION REPORT 4
WEEK ENDING DECEMBER 11, 1987 Fermi-2 By letter dated November 20, 1987, the licensee requested NRC concurrence with operation of the Fermi-2 plant up to 75% of Rated Thermal Power (RTP).
The licensee's request was predicated on action taken, in response to the Region III Administrator's letter dated October 9, 1987, requiring the licensee to improve operator perfonnance, to decrease maintenance backlogs, and to assure that the technical specifications are reflective of the as-built plant. On December 5, 1987, the Region III Administrator authorized continu-ation of plant startup tests up to 75% of RTP.
NRC/ DOE Physical Security Compa,rability Update Nuclear Fuel Services, Inc. (NFS), one of the four Category I fuel facilities, l
has informed NRC that as of December 6, 1987 NFS has implemented the 100% search requirement for personnel and hand-carried packages entering the protected area.
A license condition requires that the 100% search be implemented by August 9, 1988.
NFS implemented the required changes eight months ahead of schedule.
The status of implementation of the other two near-term comparability measures is as follows:
the stationing of armed guards at Material Access Area portals was fully implemented at all four facilities on September 9, 1987, and the night firing qualification for guards is scheduled to be implemented by January 10, 1988.
_ Cooperative Research Program An agreement was just signed between NRC, EPRI and the B&W Owners Group for a cooperative research program (of about $2M) on OTSG heat transfer under accident conditions.
l Differing Professional Opinions The 1987 Special Review Panel, created to review existing NRC policy for expressing differing professional views and to recomend possible improvements to the policy, issued its report. Penel Chairman, Paul E. Bird, transmitted the report, " Differing Professional Opinions," (NUREG-1290) to all employees, with a request for comments.
Combined Federal Campaign (CFC)
As of December 11, 1987, NRC reached 97.7 percent of its CFC dollar goal, with pledges totaling $182,276. The employee participation rate is 62.3 percent, which falls short of the campaign objective for a 70 percent participation rate.
The CFC will be extended through January 5.

ITEMS OF INTEREST Week Ending December 11, 1987 Fermi By letter dated November 20, 1987 the licensee requested NRC concurrence with operation of the Femi-2 plant up.to 75% of Rated Thermal Power (RTP).
The. licensee's request was predicated on action taken, in response to the Region III Administrator's letter dated October 9, 1987, requiring the licensee to improve operator performance, to decrease maintenance backlogs, and to' assure that the technical. specifications are reflective of the as-built plant.
The NRC Restart Staff visited the plant site during the period of November 30 -
December 2,-1987, to assess the plant's readiness to operate above 50% of RTP in response to the licensee's request.
It was determined from this assessment that:
(1) the licensee's Control Room Evaluation Program has been successful in identifying strengths and weaknesses in operator perfomance during routine and off-normal operation and actions have been initiated by the licensee to improve identified weaknesses (2) satisfactory progress has been made in the scheduling, prioritization and reduction of maintenance backlogs, particularly with respect-to preventive maintenance activities; and (3) an acceptable technical specification improvement program has been initiated to correct technical specification deficiencies.
In addition, a corrective action plan is being developed by the licensee to upgrade the operability of the SPDS to fully meet NRC requirements, principally in the display of critical plant parameters during transient and-abnormal conditions.
'On the bases of the above noted determinations and findings, on December 5, 1987, the Region III Administrator authorized continuation of plant startup tests up to 75% of RTP.

J OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending December 11, 1987 INDUSTRIAL AND MEDICAL NUCLEAR SAFETY Monitored Retrievable Storage (MRS)
IMNS staff met with DOE representatives to discuss the preparation of a procedural agreement between the agencies regarding relicensing interactions if Congress should authorize DOE to proceed with MRS.
The content of such an agreement, patterned after the general agreement for repository projects, would cover management and technical meeting procedures, NRC reviews of topical reports submitted by DOE on MRS safety features, as mutually agreed upon, and other communications intended to provide NRC staff familiarity with MRS project and guidance to DOE on the regulatory process and requirement.
SAFEGUARDS Domestic NRC/ DOE Physical Security Comparability Update Nuclear Fuel Services, Inc. (NFS), one of the four Category I fuel facilities, has informed NRC that as of December 6, 1987 NFS has implemented the 100% search requirement for personnel and hand-carried packages entering the protected area.

International IAEA Safeguards Verification An IAEA inspection of the Public Service Electric and Gas Salem Unit 1 reactor was conducted from December 6-8, 1987.
The Agency verified, through the use of cameras,the identification numbers of all assemblies in the reactor core and the spent fuel bay.
The Agency accomplished all planned activities on schedule.

OFFICE OF NUCLEAR REGULATORY RESEARCH Items of Interest Week Ending December 11, 1987 Briefing by the NUREG-1150 Review Group l
On December 10, 1987, the "Kastenberg Committee" reviewing draft NUREG-1150 met in Bethesda (Hyatt Regency, 8:30 a.m.) in order to brief the NRC staff l
on its conclusions. At this time, the Committee has considered that l
material contained in the published draft and supporting documents, and will confine its comments to that information. The associated written set of comments is due by December 31, 1987. Review and connent on ongoing work l
for the final version of NUREG-1150 will occur at a later time.
Cooperative Research Program An agreement was just signed between NRC, EPRI and the B&W Owners Group for a cooperative research program (of about $2M) on OTSG heat transfer under accident conditions.
Loop Seal Behavior Tests NRC presented a proposal for conducting tests on loop-seal behavior, long times after a LOCA, at the 7th USNRC/JAERI ROSI-IV Technical Group Meeting.
This is not presently considered a safety concern, but is directly related to a possible unexplored area of ECCS regulations.
Regulatory significance, test conditions and dominant phenomena were discussed.
USI A-45, " Shutdown Decay Heat Removal Requirements" A briefing has been tentatively scheduled for December 21, 1987 for NRR on USI A-45.
RES will summarize the USI A-45 insights from recently completed case studies and will discuss the plans for resolution and implementation.
Instrument Air Systems Generic Issue Dr. Gary Burdick was assigned as task manager for the new loss of air systems generic issue. Preliminary resolution approaches have been identified. Which one should be implemented depends upon risk significance of the issue.
Steps are being taken to obtain air systems malfunctions risk contribution estimates from a variety of sources.
A Task Action Plan is being written. Public meetings to obtain industry views will be arranged at the earliest appropriate time.

2 Status of Independent Plant Examination (IPE) Generic letter A draft of the IPE Generic Letter has been prepared and circulated to NRR and RES staff for comment. A presentation of the IPE status and plans was also made to the CRGR on 11/25/87 for the committee's information. During the meeting, a number of issues and questions were raised that are to be resolved prior to returning to the CRGR for approval of the letter. RES has provided NRR with a list of major issues that need to be resolved and NRR has provided their position on these issues.
It appears that RES and NRR are in essential agreement with all but 3-4 of the issues and the Generic Letter can be revised accordingly. The remaining issues will be addressed at an RES/NRR management meeting, tentatively scheduled for next week.
Meetings with IDCOR A meeting with IDCOR management will be held on 12/18/87 to provide an update on the status and plans for the IPE Generic Letter.
IDCOR will also provide their position on a number of issues including external events and accident management. On 12/17/87, a technical meeting with IDCOR will be held to discuss staff concerns regarding IDCOR treatment of containment issues.
Performance Indicators The Performance Indicator Task Group met all day on December 8th. RHFB staff presented results of research on risk-based and programmatic performance indicators and received recommendations from the task group for continuing work on continuation of these projects in FY88.
In addition to RES, other participants in the meeting were from AE0D, NRR and four of the regions.
NAS Report on Human Factor NAS is expected to request a no cost time extension to February 78, 1988.
According to the NAS Project Director, the cost extension request letter should arrive at the NRC during the week of December 14-18, 1987.
NAS will offer to brief NRC staff on study findings around the middle of January.
NAS will reouest that the NRC Project Manager (T. Ryan) review the NAS report for factual accuracy during the week of December 14-18, 1987.

DENTON VISIT TO REGION II On Thursday, December 10, Harold Denton briefed the Region 2 Resident Inspectors in Atlanta on the GPA reorganization and on other items of j
policy interest to NRC Headquarters. He also met with Region 2 j
Administrator J. Nelson Grace and other regional officials on items of

interest. Michael Congdon accompanied Mr. Denton to the Resident j
Inspectors' meeting and then visited INP0 for a full briefing on the j
recently formed world association of nuclear operators. This organization was foundeded last October 5 in Paris by INP0, International Union of i
Producers and Distributors of Electrical Energy (UNIPEDE)(France), Central Research Institute of Electrical Power Industry (CRIEP)(Japan) and the Soviet based All Union Nuclear Power Plants Research Institute. The October meeting brought together operators of 30 countries with operating nuclear plants to promote exchange of incident reports and eventual international plant visits for evaluation.
INTERNATIONAL PROGRAMS Foreign Visitors On Wednesday, December 9. Gerard Cureau, Secretary General of the French Inter-Agency Nuclear Security Committee (CISN), met with E. Jordan and the Incident Response Branch, AE0D, for a briefing on their programs, the Zion Full-Field Federal Exercise, and a tour of the Operations Center.
Following a lunch hosted by NRC, Mr. Cureau met with H. Thompson and R. Burnett of NMSS to discuss security matters and then met with the Chairman. Mr. Cureau was accompanied by Mrs. Mireille Musso and i
Mr. Philippe Rollin, CISN, and Dr. Daniel Chavardes, Nuclear Attache at the French Embassy.
On Wednesday, December 9, Dr. Jiri Zdarek, Science Counselor of the Czechoslovakian Embassy in Washington, visited the NRC staff to obtain feedback on Commissioner Bernthal's trip to Czechoslovakia and inquire about future cooperation in the field of nuclear safety.
NRC participants included R. Bernero of NMSS, C. Miller of OCM/FB, C. Serpan of RES, and R. Hauber, H. Faulkner and H. Schechter of GPA/IP.

Presentation by CRCPD Executive Secretary Commissioner Assistants and NRC staff will receive a presentation by Charles Hardin, Executive Director of the Conference of Radiation Control Program Directors (CRCPD) on December 15, 1987, at 2:00 p.m. in Room 1167, H-Street. The CRCPD consists of the Radiation Control Program Directors of 50 States and their staffs; it promotes all aspects and phases of radiologicci health and encourages and promotes cooperative enforcement programs with Federal agencies and between related enforcement agencies within each State.

Training Jackie Jackson and Pat Kaplan, Training, Benefits and Employee Assistance, OP, attended the Southeastern Conference on Alcohol and Drug Abuse, held in Atlanta, GA. Experts in the fields of addictive disease and AIDS presented the latest information and research findings in these areas to an audience of approximately 1500 health care, counseling, and employee assistance professionals.
Following the conference, Ms. Jackson counseled 15, Region II employees on FERS, and Ms. Kaplan presented the alechol and drug abuse training to 23 supervisors and 60 employees.
This week, the Office of Personnel conducted a pilot program for NRR on Unescorted Site Access Training.

Combined Federal Campaign (CFC)
As of December 11, 1987, NRC reached 97.7 percent of its CFC dollar goal, with pledges totaling $182,276. The employee participation rate is 62.3 percent, which falls short of the campaign objective for a 70 percent participation rate. The CFC will be extended through January 5.

y Items of Interest Office for Analysis and Evaluation of Operational Data Week Ending December 11, 1987 CRGR The CRGR reviewed three items at Meeting No. 126 on December 12, 1987:- (1)a proposed NUREG providing approved responses to questions raised by licensees at a recent NRC workshop on safeguards events reporting; (2) a proposed immediately-effective rule change to permit use by licensees of the Mass-Point method in' containment leakage testing; and (3) proposed final Revision 2 to Reg. Guide 1.99, " Radiation Embrittlement of Reactor Vessel Materials." The' Committee endorsed.f ssuance of the proposed NUREG except for several interpretations of existing staff positions, which the Committee concluded should more appro-priately be promulgated by a. revision to existing Reg. Guide 5.62.
Those interpretations will be removed from the NUREG, and a note will be added to the NUREG that further guidance _regarding the licensees' questions.in these areas will be incorporated in a Reg. Guide revision to be issued expeditiously. The Committee endorsed for issuance with only minor modifications (to be coordinated with the CRGR staff) both the proposed Appendix J rule change and the proposed final Rev. 2 to Reg. Guide 1.99.
' Feedback of New Plant Experience On December 10, 1987, the Director, AEOD and Director of Safety Programs partici-pated in'an INP0 workshop for plants in their first two years of operation. The discussions were open and candid and participation was at plant superintendent or operations vice president level.
Performance Indicator Task Group On December 8,1987, the Division of Safety Programs hosted a task group meeting to obtain feedback from regional representatives and representatives from RES and NRR.
Reactor Operations Analysis Branch On December 8, the Performance Indicator Interoffice Task Group met to discuss the status of the program and provide future direction. The Task Group consists of representatives of NRR, RES, AE00 and the five Regions. Refinements to data manipulation and display and specific statistical issues were presented and approved. Development of maintenance measures are to be given the highest priority. The Regions will assist in data collection for developmental l
activities. Regional representatives reiterated their position that resident inspectors should not be tasked with long term routine data collection.

Trends and Patterns Analysis On December 10, 1987, the Office Director and the Director, Division of Safety Programs participated in an INP0 workshop regarding the improvement of new plant performance held at INP0 offices in Atlanta, Georgia. Attending the workshop were about 30 senior utility managers, most of whom represented plants which have received OLs since January 1,1983 and plants whose OL application is still under review. The workshop consisted of two panel discussions, one by INP0 and one by an ad-hoc industry group composed of utility managers from recently completed plants, and a brief presentation by NRC/AE0D. The INPO panel discussed lessons learned from an INPO review of new plant operating experience. This review found that there is one fundamental cause for most of the problems encountered by new plants; a lack of understanding or appreciation of the standards, level of performance, and attention to detail needed to operate the plant in accordance with requirements. The ad hoc industry group panel discussion presented the results of its compilation, based on experience, of lessons learned from recently completed plants which had good startup performance.
Incident Response On December 8, 1987, the Incident Response Branch (IRB) Chief attended the Federal Emergency : Management Agency (FEMA)/NRC Steering Committee meeting to discuss a range of issues related to emergency planning and response.
On December 9,1987, the IRB Chief and staff members gave a tour and briefing to Mr. Gerard Cureau, Secretary General, French Interagency Nuclear Security Committee and members of his staff. The French representatives showed special interest in the lessons learned from the Zion FFE and exchanged information regarding a major French exercise earlier this year.
On December 10, 1987, IRB staff members attended a meeting of the Subcommittee on Federal Earthquake Response Planning to discuss the upcoming earthquake exercise, " Response '87," to be held in California in May 1988.
Diagnostic Investigation and Incident Investigation On December 11, 1987, the McGuire Diagnostic Evaluation Team will be completing their initial 2-week phase of site and corporate office evaluation efforts.
The evaluation of the overali results will continue at NRC headquarters.

Office of Special Projects Items of Interest Week Ending December 11, 1987 The Director, Comanche Peak Project Division, and members of his staff held a public meeting with TV Electric on Wednesday, December 9, 1987. The purpose of the meeting was for TV Electric to provide the status of corrective action programs at Comanche Peak Steam Electric Station. The Citizens Association for Sound Energy was given an opportunity at the meeting to provide comments for consideration by the staff in its evaluation of TU_ Electric's corrective action programs.
Sequoyah Unit 2 TVA plans to initiate system valve lineups the week of December 14 in preparation for plant heatup. The heatup for systems testing and providing operating' experience to the operators is currently expected to start in late January 1988.

- The following Significant Enforcement Action was taken the week of December 7, 1987 A Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $1,000 was issued December 10, 1987 to Precision Logging and Perforating Company, Cleveland, Oklahoma. The action was based on numerous radiation safety violations including (a) failure to complete required surveys, (b) unsecured material, (c) failure to post, (d) unavailable records, (e) missing shipping labels and papers, and (f) improper storage of licensed material. The civil penalty was increased by 100% due to multiple occurrences and poor licensee enforcement history.

REGION IV Week Ending December 11, 1987 1..
On Thursday, December 3, Federal Emergency Management Agency officials evaluated a remedial exercise in Atchison County, Missouri, and concluded that the state and the county had rectified five deficiencies from an October 1987 exercise involving the Cooper Nuclear Station in Nebraska.
All of the deficiencies involved the adequacy of the system for ensuring that the public could be promptly alerted and given appropriate protective action advice.

The Regional Administrator issued a subpoena directing Mr. Eddie Stites of Bay City. Texas, to appear at the Region IV office on January 5, 1988,-
to testify about allegations made by him concerning (a) safety-related deficiencies and/or records falsification at STP, and (b) unauthorized entries into NRC offices and file cabinets at STP, A deputy Marshall from the U.S. Marshall's office in Houston was sent to Bay City late Friday afternoon to attempt personal service.

Mr. Eddie Stites of Bay City, Texas, was successfully served a subpoena at 7:15 p.m., Friday evening, by a Deputy U.S. Marshall.

The Deputy Regional Administrator, accompanied by Region IV personnel, visited the Fort St. Vrain site on December 10 to meet with the resident and licensee officials and to tour the plant.
Region IV confinned by letter on December 8,1987, to Public Service Company of Colorado, that their short term corrective actions provided an acceptable basis for plant restart of Fort St. Vrain.
5.
The state of Colorado has informed Region IV that agreement has been reached with the Cotter Corporation on all issues in dispute in the state's CERCLA Section 107 lawsuit against the company. A consent decree is expected to be signed on December 11, 1987.
The agreement addresses a remedial action plan for site cleanup, removal of sources of contamination and restoration of groundwater quality at the company's uranium mill in Canon City, Colorado. This is the second CERCLA action involving uranium mills in Colorado.
In late 1986, the state settled its lawsuit with 1
UMETC0 regarding the Uravan mill.

Representatives from Arkansas Power and Light are ineeting with Region IV on December 11, 1987, to discuss improvements mad.! in the licensee's program after the high containment temperature event that occurred in August 1987. The management meeting is being held at the licensee's request to describe initiatives undertaken to improve its (1) engineering, (2) engineering review, (3) corrective action, and (4) reporting programs.

The order directs the Appeal Board to issue a decision on this matter on or before January 22, 1988, or by January 31, 1988, upon a prior showing.in writing of exceptional circumstances warranting a delay.

SECY-87-273/273A - Response to Pending Motions Before the Commission in the Seabrook Proceeding l
The Commission, by a.4-1 vote, approved an order responding to-a September 21, 1987, motion from Public Service of New Hampshire (applicants) to lift the Commission's stay barring low power operations at Seabrook and a motion by interveners which requested an evidentiary hearing on the applicants utility plan.
The order grants the applicants' motion to vacate the stay and denies the interveners' motion for a hearing.
Finally the Commission dismissed as unripe all other motions seeking to stay low power..They may be refiled later at the appropriate time.
Commissioner Rogers approved in part and disapproved in L
part and had additional comments.
He would have preferred, prior to the lifting of the stay, that the Commission have in hand additional information he believed relevant to complete the summary review of the plan contemplated by CLI-87-02 and CLI-87-03.
The Commission order also noted that lifting the stay does not itself authorize a low power license for Seabrook because other matters now pending before the Licensing Board or Appeal Board may need to be resolved before a low power license can be issued.
