NRC INTEGRATED INSPECTION 50-333/98-03

Dear Mr. Colomb:

On July 12,1998,the NRC completed an inspection at the James A. FitzPatrick Power

Plant. The enclosed report presents the results of that inspection.

During the 6-week period covered by this inspection, performance at the James A.

FitzPatrick reactor facility was appropriately focused on safety. Your staff responded

appropriately to a number of equipment failures. However, we noted a recent increase in

equipment failures that impacted plant operations. As documented in the enclosed

inspection report and NRC inspection report 50-333/98-02,some of these equipment

failures were preventable, and were caused by improper maintenance or ineffective

preventive maintenance. The f ailures included the rod position information power supply

failure, turbine bypass valve degradation and scram discharge instrument drain and vent

valve degradation. Your immediate corrective actions to the individual equipment failures

were adequate, and your current efforts to review potential broader implications of the

equipment failures are appropriate,

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room.
