This letter acknowledges your letter of November 21, 1987, requesting relief from Technical Specification 3.9.6.1, Refueling Equipment.
In your conversations with D. M. Verre111 of Region II on November 23, 1987, you were informed that discretionary enforcement action would be granted on a one time basi s to allow System Energy Resources, Inc. to use appropriate methods described in your letter to remove a stuck fuel assembly.
